Notice of Invitation to Bid: for Stair Replacement for Long Term Parking Lot

Project Description. Sealed bids are invited by the Charlottesville-Albemarle Airport Authority for Project No. 2016-100 (Stair Replacement for Long Term Parking Lot) at the Charlottesville-Albemarle Airport in Charlottesville, Virginia.

Work involves replacing the pedestrian access stairs form the long term parking lot to the Main Terminal. It will include demolition of three existing stairs followed by the replacement of two of the stairs. The new stairs are to be constructed of poured in place concrete with precast treads. Railings will be ornamental metal. Provisions for a future canopy will be provided. Landscaping, miscellaneous electrical and site work is contemplated. Time for performance is anticipated to be 90 days from the date of Notice to Proceed.

The Project is fully described within an Invitation for Bids dated August 8, 2016 (“IFB”).

Pre-Bid Conference. A pre-bid conference has been scheduled for Tuesday August 16, 2016 at 10:00 AM in the Terminal Building Main Conference Room, 2nd Floor, 100 Bowen Loop, Suite 200, Charlottesville, VA 22911. Attendance is not mandatory but is strongly recommended.

Deadline for Receipt of Bids. Sealed bids must be received in the Airport Administrative Offices, located at 100 Bowen Loop, Suite 100, Charlottesville, VA, 22911, by the following deadline: 2:00 p.m., local time, on September 1, 2016. The exterior face of each sealed bid shall be marked to show: the bidder’s name and address; the bidder’s Virginia contractor license or registration number in accordance with Va. Code Sec. 54.1-1103; and the Project Name, “Stair Replacement”. Bids timely received and properly marked will be opened publicly and read aloud, beginning at 2:15 p.m. on September 1, 2016, in the Airport Terminal Building Conference Room, 2nd Floor, 100 Bowen Loop, Suite 200 Charlottesville, VA 22911.

Bid Security Required. Each bid must be accompanied by a bid bond, in an amount of not less than 5 percent of the total amount bid. See the Instructions for Bidders, for information as to the acceptable form of the bid bond.

Evidence of Authorization to do Business in Virginia: Each bid must contain the identification number issued to the bidder by the Virginia State Corporation Commission. Any bidder that is not required to be authorized by the SCC to transact business in the Commonwealth as a foreign business entity shall include with its bid a certification statement signed by a Virginia attorney. Proffit Road Traffic Advisory – 11/2/15 The Virginia Department of Transportation has temporarily closed a portion of Proffit Road to make repairs to the one-lane bridge over Norfolk Southern Railway. The closure will take place between October 19 to November 20. Notice for Public Comment Intention to Impose & Use PVC Application Number 22 – 8/25/15 The Charlottesville-Albemarle Airport Authority (Authority) is posting this public notice as part of the passenger facility charge (PFC) application process under 14 CFR § 158.24 for the Charlottesville Albemarle Airport (Airport). The Authority will be notifying the Federal Aviation Administration of its intent to file PFC Application No. 22. Notice – Sole-Source Procurement – 5/28/15 On May 28, 2015, the Charlottesville-Albemarle Airport Authority will award a contract totaling $9,406.56 to Crossmatch for the necessary upgrade of fingerprinting software, and the associated implementation, training and warranty of the product for the Airport’s access media identification system. The Charlottesville-Albemarle Airport Authority has determined that one source is available for this procurement as Crossmatch is the developer and warranty provider of the Airport’s current system. RFP Light Boxes with Backlit Fabric Graphics – 3/24/15 The Charlottesville-Albemarle Airport Authority, owner and operator of the Charlottesville Albemarle Airport, is inviting proposals from companies who are interested in designing, building and installing four (4) light boxes with backlit fabric graphics to be used as airline location signs in the airport terminal. When submitting a proposal, please include the price per unit and any discount given for the purchase of multiple units. Proposal Submission Deadline: Tuesday, April 14, 2015, at 2:00 pm (EST). Requirements: Installation includes mounting boxes to dry wall. This will require the use of a lift and/or ladders. Airport technicians will connect power. The proposal price must include any meetings, design, delivery and installation. The light boxes will require the following specs:

  • 70″W x 33’H x 4” deep aluminum light boxes
  • 70″W x 33’H x 4” fabric graphics with fire resistant coating
  • LED lighting incorporated in the design, 210 watt UL certified
  • Graphic design services required by company and cannot be contracted to another source
  • Installation required by company and cannot be contracted to another source
  • Design and installation must be completed within 30 days of a signed contract

The Authority will be notifying the Federal Aviation Administration of its intent to file PFC Application 15-21-C-00-CHO. As part of this procedure, the Authority is providing the following information regarding the proposed applications: PROJECT DESCRIPTIONS The Airport Authority intends to apply for impose & use authority for PFC Application No. 15-21-C-00-CHO in the amount of $460,000 as follows: Terminal Rehab & Renovation Construction Phase—$460,000 This extensive project consists of construction of several terminal building improvements including bathroom rehabilitation and expansion, security checkpoint reconfiguration, hold room expansion, business center addition and concession area relocation. PFC LEVEL The Authority will maintain a four dollar and fifty cent ($4.50) charge on passengers enplaned at the Airport. PROPOSED CHARGE EFFECTIVE DATE & ESTIMATED CHARGE EXPIRATION DATE The proposed charge effective date for PFC No. 15-21-C-00-CHO is August 1, 2015 and the proposed charge expiration date for PFC No. 15-21-C-00-CHO is January 31, 2016 (or until collected revenues plus interest thereon equal the allowable costs of the approved projects, as permitted by regulation). These dates are estimated based on 0.0 percent annual enplaned passenger growth and 95 percent collectibility on enplaned passengers. CHO Sees Record Number of Passengers for 2014 – 1/22/15 The Charlottesville Albemarle Airport (CHO) had another record breaking year of passenger traffic in calendar year 2014, surpassing the total amount of passengers in 2013 by 31,044. An estimated 493,506 passengers passed through the airport in 2014, according to data from the Charlottesville Albemarle Airport Authority.
