TARMAC DELAY CONTINGENCY PLAN

Charlottesville Albemarle Airport (CHO) has prepared this Tarmac Delay Contingency Plan pursuant to §42301 of the FAA Modernization and Reform Act of 2012. CHO is filing this plan with the Department of Transportation because (1) it is a commercial airport or (2) this airport may be used by an air carrier described in USC 42301(a)(1) for diversions.

This plan describes how, following excessive tarmac delays and to the extent practicable,
CHO will:

  • Provide for the deplanement of passengers;
  • Provide for the sharing of facilities and make gates available at the airport; and
  • Provide a sterile area following excessive tarmac delays for passengers who have not yet cleared United States Customs & Border Protection (CBP).

CHO has facility constraints that limit our ability to accommodate diverted flights and strongly encourages aircraft operators to contact the Department of Public Safety at (434) 981-4152 for prior coordination of diverted flights, except in the case of a declared in-flight emergency. Specific facility constraints include the following: Limited ramp space to park extra aircraft, no customs at the airport, limited sterile area available utilizing only 5 gates, a café is in the sterile area but it closes each day after 7:00pm, no afterhours vending is available on the sterile side, the TSA run check point closes after the last departure and no staff remain to re-open the check point should someone leave the sterile area. We have noted these constraints in CHO’s Airport/Facility Directory record. During diversion events CHO issues NOTAMs regarding its ability to accommodate diverted flights to ensure the safe and efficient operation of the airport and its ability to serve the civil aviation needs of the public during irregular operations events.

Plan to Provide for the Deplanement of Passengers Following Excessive Tarmac Delays

CHO does not own or operate any of the equipment needed to safely deplane passengers from air carrier aircraft and is, therefore, unable on its own to provide for the deplanement of passengers. Additionally airport personnel are not trained to assist in the deplanement of passengers using equipment owned or operated by air carriers or contract service providers. However, we have requested that each airline, ground handler and FBO operation on the airport provide us with a list of the equipment and resources they have for deplaning passengers and contact information. We will provide this inventory and contact information to airlines as soon as practicable after receiving requests from such airlines experiencing excessive tarmac delays at the contact number listed above.


Plan to Provide for the Sharing of Facilities and Make Gates Available in an Emergency

The gates at CHO Airport are under exclusive lease to air carriers and are not controlled by the airport during those time periods when the tenant airline is using or scheduled to use the gates. We are unable to direct a tenant airline to accommodate another air carrier aircraft at its exclusively leased gate during those time periods when the gate is in use or scheduled to be in use.

We will direct our tenant air carriers to make gates and other facilities available to an air carrier seeking to deplane at these exclusively-leased gates during those time periods the gates are not in use or not scheduled to be in use, to the maximum extent practicable.

Plan to Provide a Sterile Area for Passengers Who Have Not Cleared United States Customs and Border Protection

CHO does not have international passenger processing facilities. We will coordinate with local CBP and law enforcement officials to identify suitable areas and procedures for establishing a temporary sterile area into which international passengers on diverted aircraft who have not yet cleared United States Customs and Border Protection can be deplaned. Once these efforts are complete, we will coordinate with local CBP officials to develop procedures that will allow international passengers who have not yet cleared United States Customs and Border Protection to be deplaned into these sterile areas to the extent practicable.

CHO will follow ACI-NA guidelines as US customs continues to clarify this requirement.

Public Access to the Tarmac Delay Contingency Plan

CHO will provide public access to its emergency contingency plan through one or more of the following means:

  • Posting in a conspicuous location on the airport website http://gocho.com
  • Posting signs in conspicuous locations in the terminals.
  • Advertising the availability of the plan in local newspapers of record.

The Charlottesville Albemarle Airport Authority seeks proposals from professional and qualified parties interested in providing Air Service Development Consulting Services for the Airport.

Proposals will be accepted until 2:00 p.m., local prevailing time, Wednesday, July 17, 2013, by Jason Burch,  Director of Air Service & Marketing, Charlottesville Albemarle Airport Authority, 100 Bowen Loop Suite 200, Charlottesville, Virginia, 22911.  Each proposal must be sealed in an envelope which shall be conspicuously endorsed with the Offeror’s name and the phrase “Air Service Development Consulting Services” and may be either mailed or hand delivered. A total of three (3) copies and one (1) electronic copy shall be submitted.

The Authority reserves the right to cancel this Request for Proposals and/or to reject any or all proposals.

UPGRADES COMING FOR DELTA CHO-NEW YORK (LaGuardia) SERVICE

1.WHEN: March 3rd, 2013

WHAT: Delta Airlines will be upgrading its current CHO-LGA aircraft to a CRJ-700. This upgrade will allow for 65 passengers, including 1st Class. This aircraft is currently scheduled to depart CHO at 6:00 A.M. and arrive from LaGuardia at 9:21 P.M.

2. WHEN: June 10th, 2013

WHAT: Delta Airlines will add an additional flight for CHO-LGA. This will be a 50 seat Regional Jet, arriving to CHO at 1:46 P.M. and departing to LGA at 2:15 P.M.
DETAILS:

The additional mid-day service and upgraded aircraft both provide CHO travelers more convenient options when wanting to make a day trip to / from New York. Delta Airline’s CHO-LaGuardia connection provides easy access to additional markets in the Northeast including Boston, one of CHO’s top markets. The upgraded CRJ-700 features a 65-seat cabin which includes First Class, Economy Comfort, and Economy options.

Public Meeting Notice

A meeting of the Charlottesville Albemarle Airport Authority Audit Committee will be held Thursday, January 10, 2012 in the City Hall 2nd floor conference @ 9:00 a.m. The purpose of the meeting is to review the FY12 annual audit.
