The Charlottesville-Albemarle Airport Authority (Authority) is posting this public notice as part of the passenger facility charge (PFC) application process under 14 CFR § 158.24 for the Charlottesville-Albemarle Airport (Airport).  The Authority will be notifying the Federal Aviation Administration of its intent to file PFC Application No. 20. As part of this procedure, the Authority is providing the following information regarding the proposed applications:

The Airport Authority intends to apply for impose & use authority for PFC Application No. 20 in the amount of $3,285,054 as follows:

PFC LEVEL

The Authority will maintain a four dollar and fifty cent ($4.50) charge on passengers enplaned at the Airport.

PROPOSED CHARGE EFFECTIVE DATE & ESTIMATED CHARGE EXPIRATION DATE

The proposed charge effective date for PFC Application No. 20 is January 1, 2013 and the proposed charge expiration date for PFC Application No. 20 is August 1, 2016 (or until collected revenues plus interest thereon equal the allowable costs of the approved projects, as permitted by regulation).

These dates are estimated based on zero percent annual enplaned passenger growth and 95 percent collectibility on enplaned passengers.

The Authority is also seeking to amend the charge expiration date of PFC Application No. 11-19-C-00-CHO from September 1, 2016 to January 1, 2013.  The reason for this change is that the Authority has been collecting PFC revenue faster than anticipated.

Barbara Hutchinson, Executive Director Resigns

Charlottesville-Albemarle Airport Authority Executive Director, Barbara Hutchinson, has resigned from her position at the Authority. 

In announcing her resignation, Ms. Hutchinson said, “I have been blessed by many opportunities and adventures during my time with the Charlottesville-Albemarle Airport Authority.  I am leaving to begin a new chapter in my life that provides for a slower pace to spend time with my parents, family and friends.  I wish CHO the best and know that it is in the hands of a great team.”

William Pahuta, Airport Authority Deputy Executive Director, will serve as Interim Executive Director until Hutchinson’s replacement is selected.

William J. Kehoe, Chairman of the Board of Directors for the Airport Authority, said, “We appreciate Barbara’s many years of dedicated service to the Charlottesville-Albemarle Airport Authority. Delta Airlines to Begin 50 Seat Jet Service from C-Ville (CHO) to LaGuardia, NY (LGA) in Summer 2012

The current CHO-LGA service provided by US Airways with a 37 seat turbo-prop aircraft will be replaced by a Delta Airlines 50 seat CRJ-200 regional jet.

Charlottesville, VA, December 16, 2011:  Delta Air Lines and US Airways recently won approval to transfer takeoff and landing rights at New York’s LaGuardia and Washington D.C.‘s Reagan National airports. Under the agreement, Delta acquired 132 slot pairs (take off and landings) at LaGuardia from US Airways and US Airways acquired 42 slot pairs at Reagan National, as well as the rights to operate additional daily service to Sao Paulo, Brazil in 2015.
CHO’s current service to LGA was among those slots traded. Delta Airlines has announced that CHO will continue with service to LGA and will upgrade the flight to a 50 seat regional jet aircraft. The airline will be building LGA into a domestic hub and recognizes the important business connection between New York City and Charlottesville.

“Delta’s recent decision to serve Charlottesville with a regional jet to New York is great news for the Central Virginia region. With jet service to hubs such as Atlanta, Charlotte, and Chicago and soon to be New York, along with the daily flights to Philadelphia and Dulles, CHO will continue to provide the most convenient gateway to the world for Central Virginia, “ said Barbara Hutchinson, Executive Director of Charlottesville Albemarle Airport.  “It was a competitive process to keep New York service in Charlottesville and there are many communities who have lost service due to the slot trades between US Airways and Delta Airlines. The scheduled flight times to New York City this summer are perfect for business travelers and tourists alike”, she further stated.

The roundtrip service will begin July 11, 2012 departing at 7:00 a.m. with an 8:45 a.m. arrival time in New York (LGA). It will the depart LGA at 9:45 p.m. with an 11:30 p.m. arrival time in Charlottesville (CHO).

Schedule Changes Coming for US Airways CHO-LGA Service Beginning December 25, 2011

Beginning December 25, 2011 the current CHO – LGA service will no longer be provided for US Airways by the subsidiary carrier Mesaba Airlines. There will be a one week gap in service until US Airways resumes its CHO-LGA schedule under the subsidiary carrier Piedmont Airlines on January 6, 2012. The new schedule includes 3 daily flights on weekdays and 2 on Sundays, all with 37-seat Dash-8’s.

Mesaba Airlines is a regional airline based in Eagan, Minnesota. The airline operates under Mesaba Aviation, Inc. a wholly owned subsidiary of Pinnacle Airlines Corporation. Its flights are operated under the name Delta Connection for Delta Air Lines and US Airways Express for US Airways. Piedmont Airlines, Inc. operates as an US Airways Express carrier and is a wholly owned subsidiary of US Airways (LCC).

Airport Conducting Live Fire Training and Triennial Disaster Drill

DETAILS: 

Up to 200 participants from many of Central Virginia’s local emergency service agencies will participate in the CHO’s FAA required triennial disaster drill on Saturday, September 17, 2011 from 9:00 am – 2:00 p.m.  Local media coverage is invited; however, logistics of entering the drill area for security reasons will require a meeting time and an RSVP.  The drill will include the use of equipment and techniques to create a realistic environment enhanced by volunteer role players.  Albemarle County Police and local fire, rescue and other emergency agencies will be dispatched from a central staging area simulating actual response times.   

It is respectfully requested that the media help publicize this event to inform the public that all activities seen near the south end of the airport beginning Monday, September 12, 2011 and ending at the completion of the drill on Saturday, September 17, 2011 are part of training, and may be visible from adjacent roads.

All media personnel desiring to set up to view the drill are required to RSVP to Jason Burch at 434-973-8342 prior to 4:30 pm, Thursday, September 15, 2011.  Directions for parking and meeting location will be given at that time. 

Daily operations will not be affected. Signage will notify travelers and broadcasts will be made in the terminal to keep everyone informed.

FORT WORTH, Texas - American Eagle, the regional affiliate of American Airlines, will fly two daily round-trip flights between Chicago O’Hare International Airport and Charlottesville-Albemarle Airport in Virginia, beginning June 9. The new service will be operated with 44-seat Embraer jets.

“Celebration of Glass” Exhibit Comes to an End at CHO

For the winter of 2010 CHO’s terminal was filled with bright colors and shimmering glass. Four local artisans working in different styles had their skills on display in the Gate 5 exhibit area. From stained glass to free style art, the exhibit demonstrated a variety of ways glass can be used as an expressive art form.

The first to display his talents was Chad Trent from Cosmo Glass Works in Roanoke, VA. Chad specializes in marbles, paperweights and jewelry. His skills with a torch have produced unbelievable works of art. He started off making beads out of soft glass, but was soon attracted to the ethereal and organic colors of borosilicate glass. Chad soon fell in love with making marbles, fascinated by the amount of detail that could be fit into a small orb of glass. Chad’s work can be seen at www.cosmoglassworks.com.

Next in the exhibit was Jo Perez from Charlottesville, VA.  Jo’s display of stained glass filled the largest window in gate 5 and her handmade glass lamp shades decorated the administration offices. She created a variety of stained glass projects using both lead came and copper foil techniques.  Lead cames have been used for more than ten centuries and can be found in the famous cathedrals of Europe.  They form a beautiful and consistent line throughout the work.  The copper foil technique was perfected by Louis Comfort Tiffany and can be seen in his lampwork.  It allows for very intricate and detailed work. The third artist to celebrate a very unique style of glass art was Diana Branscome of branscome glass. Diana takes bottles that had been on the way to the recycling center or landfill and transforms them into lightly functional home accents. Branscome Glass strives for a minimum impact in the course of producing recycled glass art.  The raw materials come from local restaurants, the website is 100% solar-powered, and packaging is recycled and reused. Her work can be seen at www.branscomeglass.com.

The final artist to join the exhibit was Vee Osvalds. Based at the Mcguffey Art Center in Charlottesville, VA, Vee has been working with stained glass since 1973. Although talented in a variety of glass styles, his CHO display concentrated on the Dalle de Verre Glass. It is a chunkier stained glass style. Using 1” thick dalle glass and epoxy resin, Vee Osvalds produced small autonomous panels that were hung in front of terminal windows and placed on stands in one of the exhibit cases. The glass is faceted (chipped) before being cast into the opaque resin. Thus when the direct light shines behind the panel, the glass creates a jewel like appearance. The exhibit was enjoyed by passengers and employees alike. Each of these artists were great examples of the high level of skill Central Virginia has to offer.

The forecast for snow and ice for the East coast beginning on Monday and into Tuesday has already impacted airline schedules.  Delta has already cancelled some flights into/out of Atlanta because of the storm.

Flying from CHO during Snow

Our forecast for 2-4” of dry snow shouldn’t impact flights at Charlottesville-Albemarle Airport.  However, if you are flying and want to be certain of your flight status, check our flight status web page at www.gocho.com/airport/info/flight-status-tracking/.  Connecting hubs aren’t supposed to receive any accumulation so hoping everyone gets to their destination on time.

TSA Screening at CHO

In response to recent changes with airport Transportation Safety Administration (TSA) screening procedures, the Charlottesville Albemarle Airport (CHO) would like to share with passengers the screening procedures they can expect at CHO this holiday season.

The TSA at CHO does not have or use advanced imaging technology, sometimes referred to as “body scanners”.  TSA procedures at CHO include passengers screened by walking through a magnetometer, existing technology that has been in use at the Airport for a number of years. While federal officials have stated the resolution pat-down procedure was only deployed at airports with body scanners, to serve as an alternative to the scanner, CHO has not received any communication from TSA to indicate why it is now required at CHO, even though it is a “last resort’.

If an alarm sounds when a passenger walks through the magnetometer, and the TSA agent cannot resolve what is causing the alarm, the TSA agent will conduct a standard pat-down.  The controversial “resolution pat-down” is only undertaken if the standard pat-down does not resolve the alarm.  A resolution pat-down is only conducted by a TSA supervisor and is done in a curtained area for privacy.  From October 29 through November 22, only 1 resolution pat-down has been conducted by TSA at CHO.

Members of social networking sites are publicizing an effort to conduct a civil “national opt-out day” on Wednesdsay, November 24, traditionally the busiest travel day of the year.  CHO wants passengers to know there is nothing to opt-out of at CHO since body scanning technology is not in use.

Advanced imaging technology has not been used at CHO and the TSA has not shared plans to install the new scanners at the Airport.  The Airport has requested equipment upates unrelated to the “scanners” to increase efficiency for passengers.  Specifically, the airline operations area and outbound bag system was modified in 2005 to allow for the installation of advanced inline screening equipment to speed up the process of screening checked luggage, and that equipment has not been installed by the TSA as originally scheduled, therefore extending the time needed to screen passengers checked luggage.  Other than that, the local TSA process has been very successful at CHO and from a security standpoint, has not demonstrated a need for improvement.

CHO reminds passengers that to avoid sounding the alarm during the security walk-through at CHO, passengers should dress for screening success.  Wear no metal and inform the TSA screener in advance of any non-visible item that cannot be removed (e.g. orthotic brace).  Take all jewelry, belts and other metal off prior to commencing the screening process.

 

PRESIDENTIAL VISIT IMPACTS AIRPORT OPERATIONS/ACCESS

President Obama will fly in and out of the Charlottesville Albemarle Airport on Friday, October 29, 2010.  As a result, a Temporary Flight Restriction (TFR) has been issued for Central Virginia and all pilots should check Notice to Airmen (NOTAM) prior to undertaking evening flights on Friday (see www.tfr.faa.gov for more information).

In addition, all airport ground operations will be frozen during the landing and take-off periods.  Airport access to/from Route 29 may not be available from the hours of 6:30-9:00 p.m.  Commercial flights are exempt from the TFR and will operate on Friday evening; therefore, passengers are advised to use an alternate route to and from CHO.

Customer patience and cooperation during this time will be greatly appreciated.

Fall 2010 Art in the Airport Update: Celebration of Virginia’s Glass Artists

Soon CHO’s terminal will be filled with bright colors and shimmering glass. Local artisans working in different styles will have glass on display in the upstairs concourse. From stained glass to free style art, the exhibit will demonstrate a variety of ways glass can be used as an expressive art form. Stay tuned for a more detailed report about CHO’s celebration of glass artists, including the final list of participants, as well as pictures form the displays themselves.

Local Landscaping Company Creates New CHO Garden


D&D Lawn Care, LLC, a local company providing quality lawn services for Albemarle and Greene Counties since 1992, has provided a new look to one of the garden areas in front of the CHO terminal. CHO Air Service Announcement

 Two airlines will be making some changes in their current CHO service for the remainder of 2010.

  • 1. US Airways

Effective June 1, 2010: US Airways added a 7th daily Charlotte, NC departure flight (5th regional jet) at 0725 A.M arriving back at CHO at 11:18 A.M. US Airways accounts for over 50% of CHO’s commercial traffic and Charlotte Douglas International Airport offers Central Virginian’s a connection to hundreds of destinations worldwide.

  • 2. Delta Airlines

Effective August 1, 2010: Delta Airlines will discontinue its service to Detroit, MI. for the Fall quarter. Delta will be losing over 60 aircraft, including 33 regional jets, for the remainder of the year and most airports in the region with service to Cincinnati and Detroit are being reduced in frequency by 1 or 2. Of course CHO only has 1 (with a seasonal second flight) to Detroit. Delta will continue with 3 daily flights to Atlanta, and will be adjusting those departure times slightly to better serve connecting flights.  Delta has committed to revisiting the Detroit service in the first quarter of 2011.

Response to Wildlife Management near CHO Airport

In response to concerns from some homeowners of the Forest Lakes Subdivision, the Charlottesville Albemarle Airport wants the community to fully understand the events leading up to the recent removal of geese within striking distance of airport traffic, generally a 5 mile radius.

Since the 2009 US Airways bird strike incident in LaGuardia, NY the FAA has placed a greater emphasis on airports to manage potential aviation related hazards.”The North American non-migratory Canada goose population alone has increased about 4 fold from 1 million birds in 1990 to over 3.9 million in 2009.  About 1,500 Canada Geese strikes with civil aircraft have been reported in the U.S., from 1990-2008.  About 42% of these strike events involved multiple birds.”*

After a recent airport inspection from the U.S. Department of Agriculture (USDA) Wildlife Services, it was found that the Canada Geese population had increased to a point that further mitigation was required at CHO.  A flock of geese were even observed crossing the runway approach area flight path.

It was soon decided that it would be necessary to remove geese on and in proximity of the airport on behalf of the U.S. Department of Transportation.
The Forest Lakes Homeowners Association agreed to the mitigation plan. 

This action was part of an ongoing safety program designed to deal with the issue of wildlife incursions at airports. The removal of the geese is necessary and comes on top of other steps to protect the aviation system. The Airport Authority understands that Canada Geese are a species that many people care about. The concern of a potential hazard to aircraft cannot be ignored however, leaving the USDA no choice but to undertake this action.

USDA Wildlife Canada Goose Mitigation

In response to concerns from a wildlife inspection, Charlottesville Albemarle Airport has contracted with the U.S. Department of Agriculture (USDA) Wildlife Services to remove geese on and in proximity of the Airport on behalf of the U.S. Department of Transportation.  Up to 2,000 geese living within striking distance of the airport will be humanely removed from the area surrounding the airport and Chris Greene Lake.  This action is part of an ongoing safety program to deal with the issue of migratory birds at airports.

Over the past few decades, as a result of conservation programs and environmental laws, such as the Migratory Bird Treaty Act, bird populations in North America have increased dramatically.  U.S. Fish and Wildlife Services has given the USDA the permission to conduct goose removal under Virginia statewide migratory bird permits as well as to perform eradication throughout the state as requested.  

The serious dangers that Canada geese pose to aviation were put in the national spotlight when geese struck US Airways Flight 1549 on January 15, 2009, forcing its crew to land the aircraft in the Hudson River in New HYork, successfully and dramatically saving the 155 lives on board.  After the “miracle on the Hudson”, as the incident came to be known, governmental institutions such as the U.S. Department of Transportation called for tougher measures, including the eradication of any hazards to life.

Shortly after the Flight 1549 incident, the Federal Aviation Administration (FAA) released information about how often planes come in contact with birds.  The report revealed there were fewer than 3,000 bird strikes per year for the first several years of reporting from 1990 through 1994.  The numbers increase from there, hitting a peak of 9,650 bird strikes in 2007.  In total, FAA data indicate there have been more than 73,000 airplane-related bird strikes in 2007.  In total, FAA data indicate there have been more than 73,000 airplane-related bird strikes in the United States in the past eight-plus years.  The FAA estimates the problem costs U.S. aviation $600 million annually and has resulted in more than 200 worldwide deaths since 1988.

Canada geese are considered an invasive species whose presence in and around the airport have increased, resulting in geese crossing flight paths at CHO.  CHO is committed to the utmost safety of its users.

US Airways Continues to grow Charlotte Hub Adding a Frequency and More One Stop Options for CHO

 

On June 1st, 2010 US Airways added a 7th daily departure from CHO to Charlotte, NC at 07:25 A.M. The addition confirms the airlines commitment to Central Virginia and provides more flexibility for CHO passengers not wanting to get up too early in the morning.
Since May 13, 2010, US Airways has added new nonstop service to Rome, Ottawa, Puerto Vallarta and Los Cabos from Charlotte. Last December, the airline also began its first-ever service to South America with daily nonstop flights to Rio de Janeiro, Brazil.
There are now more than 120 domestic and international destinations through Charlotte, where US Airways has expanded its service by connecting approximately 40,000 customers to small, medium and large communities on 612 daily departures.
Together with its US Airways Express partners, the airline serves approximately 80 million passengers each year and operates hubs in Charlotte, N.C., Philadelphia and Phoenix, and a focus city in Washington, D.C. at Ronald Reagan Washington National Airport.

CHO Teams Up with the Charlottesville Jazz Society for Latest Art Exhibit



Each April, National Jazz Appreciation Month (JAM) shines the spotlight on the extraordinary history of jazz and its importance in American culture. Through concerts, lectures, films, and other programs, JAM encourages people of all ages to attend concerts, listen to jazz on radio and recordings, read books about jazz, study the music, and support institutional jazz programs. This Spring and early Summer, CHO will offer a salute to the local jazz scene as well as a spotlight on the history of jazz itself as part of its ongoing Art In The Airport Program. Sponsored by the Charlottesville Jazz Society, the exhibit will be expanded to include both the upper and lower levels of the secure side of the terminal and continue for the months of May and June.

About the Charlottesville Jazz Society (CJS):
In 1987 the United States Congress designated jazz as a rare and valuable national American treasure to which we should devote our attention, support and resources to make certain it is preserved, understood and promulgated.The Charlottesville Jazz Society strives to be a vital link between the jazz fan, and our local jazz community, as well as the national jazz scene. Continuously working on membership development, the Charlottesville Jazz Society intends to provide members with easy access to jazz and jazz related materials or information.

Located in Charlottesville, Virginia, the CJS is a non-profit organization dedicated to the promotion, preservation and perpetuation of all jazz.  This is accomplished through education, performance, partnering and community outreach for members and the general public.The Charlottesville Jazz Society, Inc. was formed in 2006, and a board of directors named. A website was created, www.cvillejazz.org, containing information about local jazz musicians, educators, venues and concerts.  Twice each month newsletters are emailed to over 700 people who signed up to receive them at various concerts around town.

The CJS also works with The Piedmont Virginia Community College, The Paramount Theater, The Artisan Center of Virginia, and other area organizations regarding their planned jazz events.  In 2010, The CJS was awarded a grant from Bama Works of the Dave Matthews Band Fund, which is being used to conduct free workshops for music students at various schools and community centers around Charlottesville.

Runway 21 Extension Contractor and Potential Bidder Workshop

The Charlottesville Albemarle Airport Authority will be holding a public information workshop for contractors and potential bidders on Tuesday, April 27, 2010.  The meeting will take place in the Administrative Conference Room on the second floor of the main terminal building.  Those interested in attending should park in the airport’s short term parking lot and meet in the main terminal building atrium where escorts will be available as this meeting will take place inside the secure area.

This meeting will provide interested construction contractors with preliminary design information and an opportunity, in an open forum, to discuss project phasing, related construction constraints, and proposed earthwork sequencing. 

The runway extension is a multi-year construction program, to be completed through multiple bid packages with State and FAA funding.  The overall program consists of 2 million cubic yards of embankment, 30,000 square yards of airfield pavement, storm drainage, lighting & signage.

The next upcoming bid package (Phase 1B) is scheduled to bid in June 2010, and will consist of approximately 600,000 cubic yards of embankment, 45 acres of clearing & grubbing, several closed storm drainage systems, and four stormwater management facilities.

Both the overall program and the upcoming bid package will be discussed at this workshop.

U.S. to Impose New Airline Security Measures This Month

Reuters: The new measures, to be announced on Friday, are expected to significantly reduce the number of passengers pulled aside for additional screening and will not be based on nationality or passport, but on characteristics pulled together by intelligence agencies, a senior administration official said. Aircraft Incident

Yesterday, a small plane carrying two people crashed near the Roanoke airport in western Virginia. The passenger and pilot were John Whitmer, manager of CHO’s fixed base operator Landmark Aviation, and Peter Sheeran, of Aviation Development Group. Yesterday evening, Peter died as a result of the injuries sustained in the accident.”

As with any plane crash, a full investigation will be conducted by the National Transportation Safety Board. The safety of all passengers, including our friends and colleagues in the Virginia aviation community, is our highest priority. We are deeply saddened by any harm to our community, our passengers, our tenants or our employees. We are heartened to hear of John’s pending hospital release.  However, our hearts and prayers are with Peter and his family.  Peter was a great friend and supporter of Charlottesville Albemarle Airport, a seasoned and skilled pilot,  a diligent and caring developer, but most of all a wonderful man to know.  He will be sorely missed.

Plan Accordingly for an On-Time Arrival

It is now more important than ever for passengers to arrive at CHO at least an hour and a half in advance of their scheduled departure. The Transportation Security Administration has implemented a new screening procedure for checked bags that is designed to enhance security, but may take longer to process baggage. Passengers arriving late may risk missing their flight if there is not enough time to process their luggage. It is recommended that passengers allow adequate time for check in, baggage inspection, and the checkpoint processing. Airlines advise that passengers should arrive at the gate area at least 30 minutes before boarding. Although the check in procedure at CHO is usually short, there are times during the day that lines may occur.

Spring Travel Update: Airlines Offering Low Fares to Great Destinations

With warm weather right around the corner, now is a good time to book your trip for Spring. A search this morning found nice deals to fabulous destinations in March. Roundtrip fares from CHO to Fort Lauderdale and Miami were found for $150. Even a ticket for San Juan, Puerto Rico was found for $350 roundtrip.  These prices may change as airlines fill aircraft, so book early for great travel deals.

FAA Glitch Causes Widespread Delays

A problem with the FAA system that collects airlines’ flight plans have caused widespread flight cancellations and delays nationwide this morning.  So far, CHO has seen minimal delays and will closely monitor the situation throughout the day. You can find out additional information about the cause of delay here, and check on the latest FAA reported airport delays here. Travelers are recommended to check with their airlines for up-to-date flight information. Delays at larger airports could have a ripple effect throughout the FAA system, including CHO.

Buffer Planting at the Charlottesville Albemarle Airport

The Charlottesville Albemarle Airport (CHO) and the Rivanna Conservation Society (RCS) will host Stream Day, a riparian buffer planting event, in cooperation with the County of Albemarle, the VA Department of Forestry and the Alliance for the Chesapeake. Grant funding support is being provided by the Virginia Department of Conservation and Recreation in addition to the Airport.

Volunteers are needed to help plant 1,350 trees in stream buffers on the west side of the airfield. CHO and RCS estimate that a total of seven acres will be enhanced to become a riparian buffer providing additional protection to the waterway. Riparian buffer planting (i.e., planting along a waterway) is an important environmental measure used to stabilize a river’s edge. The installation of a riparian buffer can help reduce sedimentation and promote the absorption and filtration of rainwater run-off.

If traveling from Route 29, do not enter the main airport entrance but pass it to exit south on Dickerson Road towards Earlysville.  Parking will be on the south end of the airport on the right.  Follow the signs and balloons to the parking area. What to Wear and Bring: Please wear warm, layered clothing and strong shoes or boots. A hat or ball cap is recommended, as are gloves to protect your hands. If you have planting tools (hoe, trowel or shovel) feel free to bring them.

Airport Art Program Hosts Two Artists for Final Exhibit in 2009

The Charlottesville Albemarle Airport is pleased to feature two local artists for the final exhibit of the Art in the Airport program for 2009. The theme is education and will celebrate the beginning of a new school year. The first artist will be local photographer Todd Cohen. The centerpiece of his exhibit are photographs from his recent Day in the Life series documenting over time students and teachers in action at a local school in Charlottesville. In addition, a full range of classic portraits, documentary images, and special event work will represent the diversity of this artist’s production from over the last 20 years. This show can be seen in the upper level exhibit area of the terminal. The second artist will be Judith K. Townsend, a well known local painter whose work in water color has been displayed in exhibits throughout Central Virginia for over a decade. Her work appears in the permanent collection of places such as the Thomas Jefferson Center for the Protection of Free Expression, University of Virginia Law Library, University of Virginia Health System and in numerous private collections throughout the United States. Long affiliated with the University of Virginia, Mrs. Townsend brings her love for mathematics to art in the form of geometric shapes, expressed in water color paint. Her show can be seen in the lower level exhibit area of the terminal. These exhibits, along with the current Charlottesville Albemarle Art Association gallery will offer airport customers a variety of art mediums to explore and provides an aesthetic welcome for new travelers to the region.

TSA Implements Final Steps of SECURE FLIGHT effective August 15

Secure Flight is a program developed to provide uniform watch list matching by the Transportation Security Administration (TSA). The mission of the Secure Flight program is to enhance the security of domestic and international commercial air travel through the use of improved watch list matching to identify known and suspected terrorists.

How will Secure Flight affect passengers?

Under the Secure Flight program, passengers will be required to provide:

·      Full name (as it appears on passenger’s government-issued ID)

·      Date of birth

·      Gender

·      Redress Number (if available)

The airline you are using will send the information you provide to TSA and TSA will match it against the No Fly and Selectee watch lists.  By providing this information in advance, most passengers will not experience any differences from the way they traveled before as a result of Secure Flight.  

What are the benefits of Secure Flight?

TSA states that Secure Flight provides numerous benefits to the traveling public.  First, Secure Flight protects sensitive watch list data. The program also enables officials to address security threats sooner, keeping air travel safer.  By implementing one watch list matching system, the program provides a fair and consistent matching process across all airlines and reduces the chance of being misidentified.  Secure Flight offers an improved redress process, so that those who are mistakenly matched to the watch list can avoid further problems in the future.

Protecting passenger privacy

The privacy of individuals’ information is a cornerstone of Secure Flight.  TSA collects the minimum amount of personal information necessary to conduct effective watch list matching. Furthermore, personal data is collected, used, distributed, stored, and disposed of in accordance with stringent guidelines and all applicable privacy laws and regulations.

Redress – for passengers who feel they have been misidentified

Those who believe they have been mistakenly matched to a name on the watch list are invited to apply for Redress through the Department of Homeland Security Traveler Redress Inquiry Program (DHS TRIP).  Secure Flight uses the results of the redress process in its watch list matching process, thus preventing future misidentifications for passengers who may have a name that’s similar to an individual on the watch list. CHO Gains additional One Stop Destinations with US Airways

 

Beginning in December CHO customers will have even more one stop destinations to choose from. US Airways has just announced that it will launch daily, nonstop Boeing 767 service between Charlotte and Honolulu on December 17. Also in December, the airline will begin new service to South America with daily, nonstop flights between Charlotte and Rio de Janeiro, Brazil. Charlotte/Douglas International Airport is a CHO favorite and is also US Airways largest hub.

CHO Teams up with Local Artist to Salute Military Veterans with Latest Exhibit

The latest exhibit in the Airport’s art program will showcase over a dozen hand painted panels from various American aircraft of World War II.  Also on display will be actual artifacts of the era, including the instrument display panel of a P51-mustang, as well as a handmade foot locker from a sailor in the Pacific. Each panel on display tells a story of the young airmen’s love of country and rebellious American spirit. Many of the items are signed by the pilots and crew who flew them over Europe and the Pacific Islands. The most famous of these on display are the Flying Tigers Squadron and the Black Sheep Squadron, whose exploits later inspired a hit television show. New art work will be added throughout the terminal over the next few weeks.

The hand painting of “nose art” is an art form that was almost lost over the ages, and is a specialty of one local author/artist, Gary Velasco. Originally a Connecticut native, who now calls Central Virginia home, Gary’s ability to recreate the vintage form of folk art makes him sought after by television shows and aviation celebrities alike. You can find his work in WWII movies and at the front gate of many military installations. His attention to detail and skill of recreating aircraft pieces to spec as well as his amazing skill of hand painting in the traditional style has etched his place in folk art history. The exhibit will be on display from Memorial Day until August 20th.

New US Airways International Service - One Stop from CHO

US Airways just commenced service to/from Oslo, Norway effective May 21, 2009.  The once daily arrival/departure to/from US Airway’s Philadelphia hub is one of 23 trans-Atlantic destinations offered by US Airways this summer, and is just one-stop from CHO.  One-stop service to Tel Aviv via Philadelphia on US Airays begins in just 5 short weeks.  Earlier this month, one-stop service from CHO to Birmingham, UK began from Philadelpia as well. www.usairways.com

 

 

New TSA Identification Requirement

TSA issued a press release last week notifying the public that effective May 15, 2009 new identification requirements will be in place. Passengers are required to enter their full name - as it appears on the government issued identification they will be traveling with - when making airline reservations.  TSA states that in the near future, small discrepancies - e.g. use of a middle initial (or not) - will be allowed.  In the meantime, check your id BEFORE you purchase!  Airlines are not likely to offer refunds if a passenger makes a mistake and is not allowed to complete the screening process.

This program results from a 911 Commission recommendation that TSA assume responsibility from the airlines for checking passengers against the “no fly list”.  A second phase will be implemented effective August 15, 2009, which will require a passenger to enter date of birth and gender when making reservations or purchasing tickets.

CHO Customers Taking Advantage of Detroit Jet Service Upgrade.

It seems that the word is getting out. Over the last few days, except for the Northwest paint, the departing Delta flights from CHO to Detroit look more like those that leave for the super hub in Atlanta twice a day. Although official counts won’t be released until the end of the month, airport employees are seeing a difference. Airport law enforcement officers have noticed increased amounts of passengers and awaiting friends & family in the terminal during the Detroit arrival times. Airline employees have expressed excitement over the extra seats as the increased availability helps the oversold situation that the 2 popular daily outgoing flights to Atlanta sometimes create. With the recent Northwest / Delta merger, Detroit is fast becoming another strong global connection. The success of commercial air service in smaller communities depends on the amount of customers that choose to fly out of their local airport. For that to even be an option, small airports need to be convenient, competitive in pricing and have good connections. Delta’s decision to upgrade aircraft at CHO in the midst of fleet reductions is a good sign of its role in an ever changing air transportation industry, not to mention it reduces that flight by 30 minutes!

Swine Flu and Public Safety at Charlottesville-Albemarle Airport

What is CHO doing in response to the news about swine flu?

First of all, the recently released CDC alert notice is being posted in visible places throughout the Airport.  We desire that the traveling public be as informed as possible about this virus and how to prevent its spread.

Secondly we are placing gloves and masks at workstations to allow employees the opportunity to reduce their risk of exposure.  After all, over 1200 persons travel through our facility on any given day.   At this point, no employer has taken the step of requiring the use of safety gear, but if the risk of exposure grows, that is likely to change.  Gloves are already in frequent use-custodial staff and screeners wear them as a precaution to reduce their risk of being exposed to contagions.  Hand sanitizer is also being placed at ticket counters and lift stations throughout the terminal building. 

Finally, we are undertaking additional preparatory planning by designating a quarantine area where an exposed person can comfortably wait for medical attention.

This summarizes CHO’s preparation and action as part of the nationwide effort to minimize exposure to the swine flu virus.  Additional steps may be considered as new information is received from the Centers for Disease Control.

Local Delta Station Recognized for Service

It’s not always the big dogs who win.  The Delta Airlines station serving Charlottesville-Albemarle Airport was recently recognized for its “Outstanding Performance During February 2009”.  And if that was not enough, their annual station performance rating from Comair, Inc. was an EE-exceeds expectations.  Why should you care?  Because, these folks are tireless in their efforts to promote good customer service AND good will at CHO, despite all of their cutbacks, salary reductions, loss of benefits, etc.  I have witnessed them helping passengers on after hours diverted flights, assisting a confused passenger, rushing someone and their bags to a flight because the passenger was late, negotiating with a neighbor airline to get someone on a flight because their flight cancelled…..always with a smile.  CHO has a special parking reward program for the tenant employee of the quarter.  Suffering from too many nominations right now-what a GREAT dilemma, but suffice it to say, Delta employees are at the top when counting the organization with the most winning nominees.

Delta Air Lines to Begin Nonstop Service between Detroit and Rome, Italy

CHO customers can now book convenient one stop flights from Charlottesville to Rome’s Leonardo da Vinci-Fiumicino Airport via the Detroit Metro Airport beginning on June 4, 2009. The flight will make travel to the Eternal City more accessible, adding to Detroit’s 100+ easy connections, and expanding the global reach to and from Charlottesville.

Upgrade to CHO’s Detroit Service

Effective May 2, 2009, Delta Airlines will upgrade the existing Detroit service at the Charlottesville-Albemarle Airport to regional jets.  Moving from Saab 340 turboprop 34 seat aircraft to Canadair Regional Jet 50 seat aircraft will increase available seats by 13,000 on an annual basis, reduce flight time, and increase comfort (less noise).  The regional jet is also jetbridge-compatible.  Delta’s investment in the Central Virginia region is indicative of its market strength, and the Airport is committed to making Delta’s new upgrade successful.  Detroit Metroplitan Wayne County Airport (DTW) is served by 17 airlines, with 6 of those foreign-flag carriers.  DTW offers non-stop service to more than 160 destinations around the globe.  

Also serving CHO with 3 daily flights to/from Atlanta, Delta Airlines is the only ALL-JET airline at CHO.  The twice-daily Detroit service at Charlottesville-Albemarle Airport was initiated by Northwest Airlines in 2004.

Fresh from an exhibit in Richmond, Frank Fiegert has brought his latest gallery to CHO as our showcase of local artists continues. From the Downtown Mall to the far reaches of South America, Frank Feigert brings over 50 years of experience in photography, concentrating on subjects with a strong graphic element. His award winning photographs explore the energy found in even the simpilist subjects. His work can be enjoyed by passengers on the second floor in the airport gallery area until May.

CHO to Host Delegation of Eurasian Aviation Officials

Charlottesville-Albemarle Airport will be hosting a delegation of airport and industry executives from the Ukraine, Armenia, Azerbaijan, Georgia, Kyrgyz Republic, Moldova, Tajikistan, Turkmenistan and Uzbekistan on Wednesday, February 4, 2009.

The delegates are participating in the SABIT Airport Development Group Program hosted by the U.S. Department of Commerce-International Trade Administration.  The Special American Business Internship Training (SABIT) Airport Development Program is designed to train mid- to senior-level airport and industry executives, who represent the upper echelon of Eurasian airport management and transportation officials as reported by the U.S. Department of Commerce.  The goal of the program is to introduce modern managerial principles utilized in U.S. airports to program participants.

The group will visit select regions and cities across the country to meet with leading U.S. airports, manufacturers and other industry representatives during the three week program.  While at CHO, the group will be introduced to small airport management and financial practices, and tour airport facilities.  “We are very pleased that CHO is recognized as a leader in the small airport industry,” states Kurt Goodwin, Chairman of the Charlottesville-Albemarle Airport Authority, “and we are honored for this opportunity to participate in the SABIT program”.  

 

Change Has Come to the Airport Market Entrance

In response to overwhelming requests from passengers, and in an effort to keep its business at CHO, The Market has moved its entrance from the rotunda lobby to a new door beyond the screening checkpoint.  This will allow The Market to better serve its customers awaiting flights, allowing the sale of coffee and beverages and Virginia wines to those waiting for their flights. This will also assist travelers with the continued TSA ban on liquids larger than 3 oz not allowed through the checkpoint, as they will be able to purchase forgotten or forsaken items once thru screening.  Early morning travelers who rush to make it thru screening to find no coffee?  No more-The Market will be eagerly awaiting with hot coffee, and other morning amenities.   The Market is only accessible on the secure side of the checkpoint beginning at 4:30 a.m. (note earlier opening time!). Vending will still be available in the baggage claim area.

Delta to Add Third Atlanta Flight at Charlottesville-Albemarle Airport

Delta Connection will be adding a third daily nonstop flight between Charlottesville-Albemarle Airport (CHO) and Hartsfield-Jackson Atlanta International Airport.

The new Atlanta flight schedule goes into effect on March 1. All flights are aboard Delta’s CRJ 200, a 50-seat regional jet. The schedule is as follows:

Departures from CHO:

7 a.m. – Flight 5507
11 a.m. – Flight 5376
5 p.m. – Flight 4922

Arrivals at CHO:

10:31 a.m. – Flight 5376

Fares Going Down At Last

Jeff Brill wanted to take his parents to their nephew’s college graduation in Pensacola in May.  He excitedly called me, noting he purchased FIVE roundtrip tickets for $198 each ($247 after taxes) with only 8 seats left on the plane.  WOW!

Today, a friend of my daughter’s called for help in booking a flight back to school (of course the week she needs to be there), the closest airport being Albany International.  Her last minute fare?  $278 ($322 after taxes).

What happened was quite amazing.

CHO HOLIDAY TRAVEL ADVISORY

The Charlottesville Albemarle Airport Authority offers the following tips for travelers using CHO for their holiday flights.

 1. Refer to your airline’s website for baggage restrictions and additional costs, for both carry-on and checked luggage, before coming to the airport.

 2. Monitor www.tsa.gov to familiarize yourself with Transportation Security Administration (TSA) carry-on luggage regulations to help lessen delays at security checkpoints.

 3. Arrive early. The airlines at CHO recommend arriving 90 minutes early for domestic flights and at least 2 hours early for international flights.

 4. New overflow lot ready. Be prepared to follow parking signage with the anticipation of the long term lot reaching its capacity.

 5. To reduce terminal traffic (and save on gas) CHO offers 30 minutes of free parking in the short term parking lot for those dropping off and picking up passengers.

 6. For the convenience of holiday travelers, luggage carts are provided at no cost. They are located near the center terminal doors.

 7. CHO estimates the two busiest days this Thanksgiving will be Wednesday and the Sunday after.

New Art Program Underway at CHO

Saturday Night Excitement

The noise that shook the airport and Earlysville area this evening was an F/A-18 Hornet doing a flyover of the area.  It made 3 passes over the airport.  Sorry we had no warning or the ability to let you know to run outside to see it!

PRESIDENTIAL NOISE!

Yes, that bird you might see this morning flying around Charlottesville’s skies is a Boeing 757 from the Presidential Fleet out of Andrews Air Force Base.  It should be here around 10:30 a.m. and plans on 5 or 6 training maneuvers commonly referred to as “touch and goes”.  Enjoy the sight while you ponder who just may have been one of the last passengers on board!

Airport Authority staff members participated in this year’s Day of Caring, continuing an annual tradition.  This year’s location was Stony Point Elementary School.  Here are the school’s kind words from their website:

“Stony Point can’t say “ THANKS ” enough to our FANTASTIC Day of Caring Volunteers  from the Charlottesville-Albemarle Regional Airport.   This ambitious team cleared our nature trail so that our students and teachers will be able to enjoy a “roundtrip” adventure!  Due to recent storms in the area, our nature trail had been blocked by fallen limbs and trees, but thanks to this team, it is now picture-perfect!  They also helped manicure several areas that needed some landscaping TLC.  We are truly appreciative of the time and effort this team devoted in support of Stony Point’s Learning Community!”

Delta/Northwest Merger Progresses Thru Approvals

The Federal Aviation Administration gave its approval to the Delta/Northwest merger proposal yesterday.  The merger has already received approval from the European Commission, and is expected to receive approval from the U.S. Department of Justice by the end of this year.  Delta is in the process of creating a Flight Attendant Seniority Committee to assist in designing a merged seniority system, and both companies shareholders are expected to approve the merger during votes on Thursday, September 25.  It is anticipated CHO will benefit from the merger as both entitles already operate under a single system at the Airport with no overlapping routes.

The Virginia Department of Aviation Sets a Standard for the Nation to Follow.

/images/uploads/DOAV.jpg The Virginia Department of Aviation (DOAV) became the first state-operated flight operations department to recieve the coveted International Standard for Business Aircraft Operations (IS-BAO) certification last week from the International Business Aviation Council.

The Council developed the certificate as a benchmark for professionalism and standardization for the conduct of flight operations departments. Since it’s inception in May 2002, only 120 flight operations departments in the business aircraft community have been certified worldwide. Standard operating procedures, business practices and safety records are all reviewed as well as a departments willingness to allow outside critiques of its strengths and weaknesses. The certification exemplifies the departments continued goal of becoming the standard of excellence amongst state aviation agencies with a known and true industry standard of safety for others to emulate.

PILOT SAFETY SEMINARS

The Virginia Department of Aviation and AOPA Air Safety Foundation will be presenting pilot safety seminars on the topic “Mastering Takeoffs and Landings” at four locations across the State from October 20-23, 2008.  According to the AOPA Air Safety Foundation, every year takeoffs and landings account for more than half of all pilot-related accidents.  This seminar will give pilots tips and techniques for making smooth, trouble-free departures and arrivals.

CHO RECEIVES STATE FUNDS TO SUPPORT AIRPORT PROJECTS

Charlottesville-Albemarle Airport announces it has received a commitment of funding from the Virginia Department of Aviation to support its FY 2009 capital improvement program.  The Virginia Aviation Board approved CHO’s request at its annual meeting on August 21, 2008.

Projects include the preliminary phase of the future extension of Runway 21, design and construction of a west side access road, and design of a snow removal equipment storage/maintenance facility.  In addition, funds will be provided to assist with debt service associated with the construction of the existing terminal building, and the airport’s participation in the regional 800 Mhz radio system.  These funds total $4,537,237 and will be utilized along with Federal Aviation Administration and Airport Authority funds to complete project development.

The Airport is a self-funded entity, relying completely upon parking revenue and tenant fees for financial support.  Without financial assistance from the State’s aviation program, CHO would be unable to maintain the level of capital improvement and maintenance required for an airport its size.  

Coming to a Terminal Near You: CHO to Begin Regional Art Exhibit Program

As part of a larger customer service initiative, CHO will soon be showcasing the diversity of art and culture in the Central Virginal region.  A new Terminal Enhancement Program will include a regional artisan exhibit area covering use of diverse mediums. The intent of this program will be to create an airport experience unique to CHO that welcomes travelers to the airport and region.  We hope that this will be just one of many customer service initiatives underway that will engage our travelers with innovative and memorable experiences that encourage Central Virginians to choose CHO as their gateway to the world.  We will continue to look for artists in the region to contribute to the regional artisan exhibit area.  Feel free to contact CHO with any questions.

Merger Update

The Delta/Northwest merger continues positive progress. The merger is expected to have no immediate impact at CHO since routes at CHO do not overlap, and Delta already provides ground services for Northwest at the Charlottesville-Albemarle Airport. Last week, pilots for both airlines announced agreement upon a joint contract as reported in the article below, courtesy of the American Association of Airport Executives:

Pilots from Delta and Northwest have voted to approve a joint contract that will apply to both pilot groups following the closing of the Delta-Northwest merger, Delta confirmed.

Delta CEO Richard Anderson issued a statement saying, “Approval of a joint contract that will cover both pilot groups immediately upon closing of the merger is an historic milestone in creating the world’s premier global airline, and we are pleased that pilots from both airlines chose to take this important step to unify the pilot group. Today’s ratification is a testament to the diligent efforts of (Air Line Pilots Association) ALPA’s leadership working together with its members, Delta and Northwest.”

In related news, Delta and Northwest announced that they have received unconditional clearance from the European Commission (EC) on the carriers’ proposed merger.

The EC said that its investigation found the proposed transaction would not impede effective competition in Europe or on transatlantic routes.

“Approval from the European Commission for the merger is another important step toward completing our pro-competitive merger with Northwest,” said Delta CEO Richard Anderson. “We continue to work closely with the U.S. Department of Justice and remain confident that we will be able to finalize the merger by the end of the year.”

Delta in April announced that it is combining with Northwest in an all-stock transaction. The new company will be called Delta and will be headquartered in Atlanta. Combined, the company and its regional partners would provide access to more than 390 destinations in 67 countries. In addition to approval by the Justice Dept., the merger also is subject to the approval of Delta and Northwest stockholders.

CHO’s Station 9 Leads Local Emergency Drill on August 16th

Charlottesville-Albemarle Airport is served by Station 9, a group of aircraft firefighters that train for hundreds of hours a year for all types of airport emergencies.  On Saturday, August 16, all of their hard work will be put to the test as evaluators follow them through a mock emergency exercise.

The Federal Aviation Administration requires that all commercial service airports undergo a live drill every three years to ensure responding units are prepared, and that the local emergency system is working correctly.  Drills in the past have included law enforcement action in the terminal, hostage activity on an aircraft, and various aircraft emergencies both on and off airport property.

The Virginia Department of Fire Programs will provide a propane fueled aircraft simulator to create realism.  This year’s drill will include emergency personnel from the airport as well as local fire, rescue, police and the Red Cross.  For those traveling with CHO that day, be assured daily operations will not be affected.  Signage will notify travelers and broadcasts will be made in the terminal to keep everyone informed about the mock emergency event.

The drill will be conducted from 0900 to 1200, and will require multiple emergency vehicles entering and exiting airport property.

Airport Project Garners Favorable Bid Results

Charlottesville-Albemarle Airport received bids on the preparatory phase of its future Runway 21 Extension Project last week.  Ten bids were received, and the apparent low bidder is Faulconer Construction Company, Inc. of Charlottesville, Virginia. 

This project, to be constructed on existing airport property, includes the relocation/improvement of the airport’s internal perimeter road, including associated excavation and embankment placement, wetlands mitigation, and installation of erosion & sediment control measures.  The bid process has been timed to take advantage of the annual allocation of Virginia Department of Aviation airport discretionary funds, which will be considered in late August.  Assuming funding is received, this first phase of work could commence as soon as October 2008.  All ten bids are less than the engineer’s estimate, with the low bid creating a savings of $4.1 million for this phase of improvements.  The Albemarle County Planning Commission will consider this project at its regularly scheduled meeting on July 22, 2008.

“Now more than ever, it is crucial for this community to consider airfield improvements in order to secure existing commercial air service,” commented Executive Director Barbara Hutchinson.  “Due to the area’s moderate temperatures and higher humidity and the associated economic impact on airlines, the airport and its users; it is necessary to consider the runway extension despite the industry crisis”.  “Regional jets must take lower fuel loads or decrease passengers in order to take off during periods of high density altitude, while the existing runway length frequently plagues long haul athletic charters that cannot take off fully fueled, sending revenue out of the community and out of the Commonwealth”, she further stated.  Mrs. Hutchinson concluded “A unique window of opportunity has presented itself with the availability of funding combined with favorable construction bids”.

DEAR FRIENDS AND CUSTOMERS,

While everyone struggles with the impact of rising prices, some industries are hit more severely than others.  Obviously a fuel dependent industry such as aviation is one.  The cost of fuel has now become greater than 50% of most airlines’ operating budgets.  Personnel expense has been quickly eclipsed as the number one cost in an unprecedented period of time.

Airlines have resorted to a number of steps to survive in this uncertain market in which the true cost of fuel can no longer be defined.  In an industry meeting two weeks ago, CHO heard directly from airlines that NO costs are too small for review, NO revenues are too small for consideration.   Unlike the impact of “9-1-1”, there is not a clear end to today’s economic uncertainty, e.g. how does an airline budget for oil when the price has reached $145/barrel from $60/barrel in less than a year, and not as a result of supply and demand, the customary economic standard?

Does this mean airlines are randomly reducing service?  Not at this point.  Airlines are systematically reviewing capacity reductions thru consideration of fleet reductions by type of aircraft; and, capacity or service reductions thru consideration of overlapping hubs or redundant service as well as poorly performing routes.

What does this mean to CHO?

Customers at every commercial service airport have already begun to see rising fares and the addition of ancillary costs-per bag fees, costs for refreshments, fuel surcharges, seat charges, etc.

All airports will see airlines continuously re-evaluate market performance, lowering their tolerance for loss.  Poorly performing routes will lose some or all frequency of service.

Airlines expect their airport partners to lower costs for airlines and search for opportunities to increase passenger loads.

Airlines are expecting employees to help by driving quality for their companies-extreme customer service for discriminate travelers-and expecting airports to leverage the same expectation from airport employees.

If the cost of fuel continues to increase, expect continuing havoc.  However, if prices eventually stabilize, capacity cuts should induce load factor and yield increases, eventually resulting in revenue growth.  Once fuel prices remain stable, airlines will benefit from the lower overhead resulting from the cost cutting measures implemented during this uncertain period.

What service changes have been announced at CHO?

At the industry meeting attended two weeks ago, US Airways Express route management personnel stated CHO performs in the top third of revenue production for the Express operation.  United Express personnel stated CHO performs in the top half of their Express carrier operation.  Thanks to the economic stability of our community, CHO continues to perform better than airports in many similar-size communities.  Thus far, CHO has received the following information:

Delta Airlines – The two daily Cincinnati flights will be discontinued September 2008.  Delta states poor load factor is the reason, and promises to “concentrate” on the Atlanta flights.

Northwest Airlines – No changes have been announced and load factor has not dropped significantly.  CHO hears that since Northwest and Delta flights do not overlap at CHO, and since both airlines already share space and personnel, CHO should expect no losses from the merger.

United Express – No changes have been announced and 1 additional flight has been added for the summer months.

US Airways Express – One LaGuardia flight has been removed for the summer, but CHO has been informed the flight will return in September.  Effective September, 2 Charlotte flights will be replaced by 2 Philadelphia flights.

Other – At the same meeting, CHO met with other carriers, discovering that at least one new carrier would have likely introduced new service late this spring if fuel prices had remained stable, and intends to re-examine Central Virginia in the future.  Assuming this crisis eventually stabilizes, this will remain a viable new market for CHO, hopefully in the near future.

What does this mean for our community?

Demand drives capacity cuts.  Very simply put, “use it or lose” is the competition CHO faces for its current service and frequency.  Despite a 65% average load factor, the passenger loads for the 2 Cincinnati flights were not enough to offset the fuel costs.

CHO faces very real threats from low fare competition in Richmond.  Carriers such as United, US Airways and Delta have to manage fares in their Richmond stations to compete with Air Tran and JetBlue.  Unfortunately, they are not able to discount fares in Charlottesville to compete with Richmond.  While CHO will work with our stations to point out significant fare disparities, it is unlikely fares will ever match or come close to fares available in Richmond as the result of the low fare carriers.  However, as heard from the CEO of Air Tran, low fare carriers must increase fares in order to survive in today’s market.  Eventually, these increases will assist in bringing some level of parity to low fare vs. mainline carriers. 

Central Virginia is a vibrant community, managing this economic crisis much better than most communities across the nation.  A significantly lower unemployment rate, lower foreclosure rate, continuing commercial development, UVA capital development-all factors lending to the degree of insulation this area generally enjoys as compared to others, which also benefits CHO.  However, CHO depends on the community to help maintain the level of air service enjoyed.  In 2004, CHO contributed as much as $167,258,000 in economic impacts to the community.  While not re-examined, CHO’s statistics indicate these numbers grew from 2004 to 2007.  Passenger traffic grew during the first 8 months of FY 2008, despite the initiation of  service in Richmond by 3 discount carriers.  Aircraft operations at CHO continue to exceed 2007, an indication of the health of the local economy.  CHO also operates as a stand-alone, self-funded entity, unlike many similar size, locally subsidized airports.  By choosing to use CHO, you are helping us help the community – a partnership we all need to strive to maintain.

CHO Supports the “Short Drive” at Local Golf Event.

Charlottesville area community leaders and local businesses came together when the Charlottesville Chamber of Commerce’s held its annual golf outing last Thursday at the Old Trail Golf Course in Crozet, VA. Danielle Fitz-Hugh, Vice President of Member Service of the Chambers said, “The Chamber is about providing opportunity: providing opportunity to network, providing opportunity to build relationships, this community is very strong on relationships, especially as it relates to business, and spending the day on the green is a great way to build those relationships.” (quote from channel 19 news…)

CHO was there as well, teaming up with Pepsi and sponsoring the first hole, a par 5. This was key as it required a huge drive off of the tee to clear a water feature. Therefore it was our “duty” to “support the short drive”, and cheer on anyone that didn’t quite make it. It was a great day of getting our name out there, and connecting with a couple hundred of our local businesses. With Airport managers Ronnie Shifflett and Bryan Jones, as well as CSO Supervisor Travis Ratcliff lending support; CHO‘s Short Drive Campaign was a success. Combating 100 degree heat, CHO stuck it out as sponsor after sponsor packed up and left. We accomplished many goals, including name recognition, a chance to counter some of the negative rumors about CHO‘s demise, and an opportunity to generate names of local businesses for future air service campaigns. The end result was huge!

A Focus on Air Service

It’s no secret that this will be a challenging summer for everyone involved in air transportation. That includes passengers, airlines, and airports of all sizes. With airlines looking for ways to reduce costs to offset the rising price of fuel, the air service industry has become extremely volatile.

CHO understands that its success is vital to the future of the local economy. Our plan is aggressive and proactive. Over the next several months we will be visiting with the airlines that already serve Charlottesville and the surrounding communities, as well as those that may be interested in future air service. The plan is simple… Sell ourselves. Charlottesville-Albemarle Airport is nestled in a strong economic region. It has a corporate-heavy support base that is quickly becoming the primary ingredient to small airport success. The strong support of area tourism just adds to the desire of air service to the heart of Virginia.

CHO is no exception to the negative affects of the current fuel crisis. With airlines reducing flights across the nation, our loss has been minimal. We have only lost four of the fifty daily flights to and from CHO. Of those four, we have replaced some aircraft with larger ones, reducing our net loss of flights to three. Nothing is certain in today’s market, but one thing for sure, CHO will not rest until we are the airlines choice for air service to central Virginia.
